Not in my php.ini file at all. Added it for fun, still no dice.

The screen shot shows you in visual mode with html buttons.
[Edit] It also shows permalink wrong – it shouldn’t be there unless you have saved the draft or published and when there it should not be just “http:”
I’ve had to remove the links and site names in the image, I’m sure you understand. They display normally.
Did you unzip the files then ftp them to the server or did you unzip on the server?
Files were unzipped on my computer, then FTP to my server.
Will you go to users, your profile, pick another color scheme and make sure disable visual editor is not checked.
I tried this and got something a bit odd. When I went to my profile preferences and changed the theme, it didn’t do anything different then it has been, but when I checked “Disable the visual editor when writing” it changed the text color to black, and removed my visual and HTML buttons. This is temporarily better but doesn’t solve the problem otherwise.

In reply to: Page editor problemYeah I see everything I regularly see, Only the text in the editable area is all white (my spell check caught the HTML so I could see the red under the text, that’s how I know it’s white).
I can’t switch from visual to HTML either.

And I’ve tried adding the code to the config.
WordPress 3.2 has worked on other sites on the same server, just this one has the problem.

In reply to: Page editor problemYes, deleted wp-admin and wp-includes, uploaded new files, then did this with all files (except wp-content) but didn’t help.
I’m trying to avoid having to reinstall everything, it is a large site.

In reply to: Page editor problemI tried that too, it is only showing up as a problem in the dashboard on the post editing area and page editing area.
I get this same problem with this version.
