I found that when I use the two letter country code for the value it works. this is based on their api documentation here: https://developer.constantcontact.com/docs/contacts-api/contacts-collection.html?method=POST
two letter country codes are here: http://www.nationsonline.org/oneworld/country_code_list.htm
it seems like you need to use the statecode which will resolve to state name in CC.
