Here’s an example of what I see on my homepage when editing. This is a more extreme example of the settings window being broken. Other times it looks like it should, but the elements just don’t appear to be clickable.

I’ve got my hosting guy looking into it, but it looks like a lot of the WordPress bugs I was having were caused by lack of disk space which prevented things from writing properly. Gonna try again soon.
