The change appears to have been introduced in BuddyPress v8.0.0-beta1
My Apologies — This post has been made in error. I have just noticed the plugin that has been installed is the same name as this one, but was written by someone else.
EDIT: Please disregard. When setting up a new sandbox, I forgot to change the default values in php.ini for upload_max_filesize and etc.
