That depends on where you are. A few of the EU members, Finland for example, require only that notice be given and that a user’s browser settings are sufficient for controlling cookies.
That simplicity makes it ideal for some sites. In those cases, even an easily visible sidebar widget with some text and possibly a link to a privacy page would be enough.
