I have resolved my problem. It causes from a setting with Incapsula (folder protect). I used Incapsula to protect folder wp-include, it will prevent access permission of LBP. So if you also use Incapsula like me to protect wp-include folder, just disable this function for wp-include.

I have just recognized that when I login with my account, I saw the LBP run well. If I logout the LBP won’t working. I tried it many times, why LBP need account to show? Help me, please
