Yeah I’ve isolated the issue to page caching and/or browser caching. The problem exists when either one of them is enabled. However, I got in touch with the CTO of our core plugin, PeepSo, and they just recently began talks with W3 to try and improve the compatibility of the two plugins because the interference between the two plugins is known. I just tried making a staging site of my live site and the core plugin of the site did not transfer to the staging site. This is the first time I’ve had this problem on this site and I recently updated WordPress to version 5.4
