However, You can achieve your goal in the following way:
1. Allow anyone to signup, default role is subscriber
2. When you create downloads, set allow access = author or any custom role ( use any role manager plugin from wordpress.org to create new user role )
3. So, after signup, if you want to allow the user to download your item, edit the user and put her/him to the new role.Forum: Plugins

However, you also can adjust that by editing template file. Please follow the instructions at step #3 here https://www.wpdownloadmanager.com/doc/template-files/.
