This could be related to your PayPal account.
Have you spoken to PayPal about this issue and/or investigated the transaction details? There should be an error code as to why the card(s) are failing. For example, the zipcode not being valid.

In reply to: Updated to 3.9, fatal errors. Please help.Thank you, I’ve tried de-activating the plugins. I want to stay on 3.8.3 and not 3.9 because it has caused errors in my theme which hasn’t been updated to the newest version yet. The problem I have now is that I now have a fatal error when I try to re-download plugins on 3.8.3 after downgrading.
