I actually figured out that it has to do w/ my ISP (1&1). They recommended uploading files from an FTP rather than through WP.

My ISP is 1and1.com . I just called them, and I believe you are correct. They told me that it’s best to download and upload directly from an FTP. When I did that, everything has worked. It’s definitely a clunky work around, but 1and1 is also quite a bit cheaper than the other ISPs recommended by WP.
