I have full access to the computer. It has read/execute/write (all but full control) by the everyone group. It is on a Windows 2003 server running apache2.
Summary:
After extracting and activating the plugin, clicking the “wpPHPMailer” subtab to modify the options tells me:
Access forbidden!
You don’t have permission to access the requested object. It is either read-protected or not readable by the server.
Any ideas?

(Had the previous version of wpPHPMailer running on this system before this upgrade. I would email the newly registered users, but left the from address off.)
