hummmmm , there is some plugin that deal with awstats (stats generator)
from awstats you can know eash use what he downloaded in term of bandwidth .
if you can get those variables and put some restrictions …to automatic block ip after xxx mb of download …
Again … its not an easy thing to do 🙂

Why not to make a category under wordpress.org and call it “language” and under it many language support would be available .
just to keep evrything under 1 house 🙂
