I activated the plugins locally except actually those which are necessarily network, which was not the case on my first site where I discovered the problem.
By intuition the new blank site was installed as you suggested. I took note that, conversely, it could be a concern.
I had specified that I tried the experiment on a blank site, which made it possible to determine the possible plugins that would cause concern.
I took over my other starting site which is under construction. I deactivated very precisely the same plugins. The woocommerce error display problem, these are cleared as well.
I do not know to what extent the 3 plugins in question are concerned all together but at this stage the verification shows it for the moment.

As I am in multisite I started by activating the plugins which do not depend on the multisite dashboard.
It was evident over and over again that the following plugins generate the error message mentioned.

A network dependent plugin seemed to generate the error and no longer is at this time.
Sometimes the simple fact of returning to the plugins and leaving them without modification erases the error message (But not always).
However, the 3 plugins mentioned generate the error message and I dare say until further notice.
MAILPOET3 should be looked into.
I can say on the other hand that ITHEMES SECURITY does not pose a problem.
I tested on a default theme, and reactivate the DIVI theme, no change noted. The default settings are the same regardless of the theme.
It is possible that this phenomenon is accentuated in multi-site use.
I used Health Check & Troubleshooting which helps find unwanted plugins but nothing more. No error message on the state of health of the site, especially since it is currently devoid of any data.
This warning message in WOOCOMMERCE does not seem to be blocking, I will not pursue my investigations any further.

For your second suggestion I will deal with the subject.
