Ok, that last bit of information led to the solution.
The lock out page is coming up BEFORE the user login page. So this is not user related.
This is because Wordfence Firewall is adding the IP to the block list.
Added the users IP to the allow list, removed the IP from the block list, and resolved.Another part of the puzzle:
The lockout screen occurs BEFORE they are able to enter a UserID.
I was able to directly logon one time once I set my password. Then all subsequent attempts, even in incognito mode, go directly to this lock out screen.- This reply was modified 3 days, 7 hours ago by bwelchar.
For clarity: I do not know if the application passwords portion is related.
The main question is how I get the users past the locked out screen?
No, the lock out does not seem to expire.
