Both cases, I think we should have an option to tax against billing or shipping. I think it is a must for woocommerce.
I am from Spain, and for example if a spanish company buys from us and it needs the shipment to be sent to France for example, than we ALLWAYS send the INVOICE BILL to the spanish company that bought from us, independent where the product goes.
Another example. If you from England buy from us, but you need the shipment to be sent to Italy, than we also send you the INVOICE BILL independent where the shipment goes.

Yes, I hope this too as for all us on Europe is a must have option.
The problem is that here in Europe, for example if a company from my country buys a product that needs to be shipped to another country, than the INVOICE BILL it is sent to the buyer ( the billing address ) independent where it is shipped. 🙁
