Thanks for following up! I think this reply might have crossed wires with a different thread — I haven’t reported any issue with the Express Checkout block or tax calculation based on the customer’s billing address. My original issue is the missing “Additional tax classes” field under WooCommerce → Settings → Tax → Tax Options (and the related missing tax classes in the product edit screen).
Just wanted to flag that in case this got mixed up with another support case. Happy to re-share the details if useful — and I’ll still go ahead and have the agency run the conflict test (deactivating plugins, switching to a default theme) for the tax classes issue as planned.

Regarding the conflict test: unfortunately I don’t have plugin/theme access myself (the site is managed by a third party), so I can’t run the staging-site test directly. I’ll pass this along to the agency managing the site, and they’ll run the remaining test (deactivating all plugins, switching to a default theme) in parallel to narrow down whether it’s Germanized, Stripe Tax, Betheme, or something else.
I checked WooCommerce → Status → Logs and didn’t find any relevant error entries from when the issue occurred — happy to share more details if that would help narrow things down.
