On production, the plugins is configured to upgrade automatically. Last week, one day after the plugin was upgraded from (i guess) 1.8 to 1.9, we discovered the attachment tab was not there anymore.
Today I checked our dev-version of the website. The installed version was 1.7 (no automatic upgrading on that website configured). The attachment tab was there on the Admin Product page. After I upgraded the plugin to 1.9 the tab disappeared (just like on production). I did not find any errors in the logs.
