Performed more testing and issues (Saving Changes) with Edge and Chrome both on Windows 10 and new Chromebook. I tried clearing cache, InPrivate/Incognito/Guest modes and still same problem.
Workaround Solution
Installed Firefox and now I do not have issues updating the LoginPress plugin parameters.
Resolved: Caching and multiple profiles causing permissions issue. WordPress.com solution to login utilizing incognito mode in chrome and/or clear cache with browser using multiple profiles. I was able to utilize plugin and save changes.
