Thanks for your questions and ideas. There is no plans to add a dynamic shipping calculation for scaled cost at this time.

The number of vouchers is deducted from the total amount of products in an order this means item * quantity + item * quantity etc. This provides flexibility for the sellers on how they want an order packaged.

If an order is consisted from x vouchers then you can place one voucher on each of the x physical parcels.

The functionality you mentioned was unfortunately not an official feature. The fields in the shipping settings were always intended to reflect the dimensions of the largest available compartment. As part of recent improvements, these values have been standardized to fixed inputs to streamline and simplify the process for all partners.
