I have been receiving the same critical error when trying to update BackWPUp for months – requiring me to roll back to v3.6.3 each time.
In my case the plugin conflict is with Contact Contact Forms:

For the record, I didn’t suggest in any way that Wordfence is the culprit; I’m merely posting the fix that I found and implemented for slow scans & high CPU usage. I have read MANY posts in this forum that describe similar symptoms – and in many cases, people simply stop using Wordfence because it’s the easiest fix – albeit not the best solution in terms of security.
Your reference to utf8mb4 and associated link is curious since it doesn’t have any bearing in my situation. This is not a data collation issue; it’s a database engine issue.
While I don’t claim to any sort of expert on the matter there is ample information online suggesting that InnoDB is considerably slower than MyISAM when it comes to full table scans. One such example:

pkI too will be looking for alternatives. These ads are SUPER intrusive and annoying. I have been using the original developer’s plugin for years and have been very happy with it. But these ads are a deal breaker for me.
Yes, it wasn’t a theme or plugin conflict. If it happens again, I’ll test it more thoroughly.

I encountered the same problem after installing Forminator and migrating forms from CF7. Drag & drop functionality does not work on the migrated forms. It does work for new forms. The migration feature is (potentially) awesome…although it’s of little value when I can’t customize the resulting forms using the drag & drop interface in Forminator.

This problem (no obvious way to drag and drop blocks using the floating toolbar) was also reported here: https://wordpress.org/support/topic/cant-drag-and-drop-blocks-in-5-5/page/2/#post-13387058.
This is completely unintuitive and makes the editing process significantly more cumbersome. PLEASE REPLACE THE DRAG HANDLE. Horrible UX & UI design.

In reply to: Can’t drag and drop blocks in 5.5Heather – it’s possible the Top Toolbar it turned on, and if it is that will turn off the floating toolbar. Click the 3 vertical dots at the top right corner and make sure there is no check beside “Top toolbar”. That “should” replace your floating toolbar.
It’s worth noting the WP v5.5.1 made additional changes to the floating toolbar although it did not resolve this problem (no obvious way to drag & drop blocks) or make it any more intuitive.

In reply to: Can’t drag and drop blocks in 5.5Don’t press the arrow; drag it to the location you want to move the block and release it.
Also of note, if it’s the uppermost block on the page and you need to drag it up (e.g. out of its container), you can drag the down arrow and the block will still move.

I’m trying to love the block editor, but this is exactly the sort of nonsense that causes me to pull my hair out every time I try to use it. UGH. What is happening to WordPress? (No need to answer that; it’s a rhetorical question.)
