https://playground.bizen.it/ made a fresh install to reproduce the issue.
While doing so it appears the problem is an incompatibility with this plugin https://github.com/mariovalney/cf7-html-email-template-extension by disabling it tabs work as intended.

It happened on several installations with a variety of addons combinations.

Bug is consistent across browser; tested and encountered on chrome, safari and firefox.
The bug doesnt occur on 6.1.1
where should i copy the templates in my theme folder to override them?
