Ok fixed, looks like excel was saving my CSV in UTF8-BOM instead of straight UTF8
If anyone else has this problem check the encoding with a text IDE like notepad++
Yeah, looks like WP core updated jquery-ui. The localization settings are different, but removing that line should fix the problem till they re-work the localization.
