I am having the exact same issue with my woocommerce installation, but sadly no one has responded to my post :/
I will try to disable my theme and enable Twenty Sixteen so see if a difference occurs.
** EDIT **
It is changing the currency to the correct one when I enable Twenty Sixteen.
What could be the solution to solving this?

I don’t know if this makes a difference, but I have also installed Woocommerce Bookings if that helps. Maybe the two does conflict afterall?
