Downgraded to previous WP version. It didn’t get better 🙁
Still looking for the reason. If not forget, I’ll let you know.
P.S. I’m using Super Cache. Also tried W3 Total Cache, but didn’t help.

Hi Dimon. I’m having the same problem, except that other users see this endless loading, while for me everything ok. I found the reason is in forbidding access to wp-admin folder via htaccess for all IPs except mine. So when access to WP-admin is blocked, users cannot rate.
