Looks to be part of WPMU. I am searching around to see if it would happen to be available as a hack/plugin. Nothing found yet. :\

But either way they have an answer for whatever they’re using. (At least I would hope!)
The following only applies to 1.5beta.
Go to your admin page and click on “Write” then on “Page” and you can use normal html there to make the page which can use the same or a different template as your WP install. A contact me page is a tad more work but you may want to check out http://dev.wp-plugins.org as I believe there is a WP Contact Form plugin.
