I dont need them to edit. I just need them to be able to submit so we can handle the approval process on the backend.

I repaired this by changing my wp_capabilities field in the wp_usermeta table for my admin user to:
a:2:{s:13:"administrator";b:1;s:11:"super_admin";b:1;}
Added < to the beginning of lines 139 and 142 of ev-shortcode.php
