Weeks are starting on the day you set in WordPress.
But if you look at the add-on mailpress_newsletter_categories (in mailpress folder) you have a good sample to develop your own, unless you know nothing about php .

there are 2 addons (in last release 1.9.1) (treat them like wordpress plugins) in the mailpress folder
