Solved in both sites.

After the weekend I have resume all the information you share with me.
I have deleted all the locations, and created from scratch all the new ones.
I have create a location for each group of ads.

1. Oneed infinity alcaidesa EN
2. Oneed Alcaidesa ENdone on spanish site
Seems to work.
But my idea is to show in all posts (tagged or labeled) their ads on the same place (usually under the third paragraph). So all ads should hace the same placement.

I have only uploaded each animated image once.
I created an ad for each tag, because in my initial setup, I had set the OR parameter to place each ad on multiple tags.
So, I deleted all of them and re-created each ad by titling them according to the location where I want to place them.I have added the ad group Alcaidesa ant the end of this article manually. Only appears one add. Not two.

Of a group?Unique ads have no labels or conditioning elements to appear. It has only been established in groups. There are also no set placements for ads, only for groups. In fact ads appear duplicated even if I include the group code by hand.
They all have the same location set for them to appear in the same place. The location only applies to groups, not ads.

By doing what you propose, sometimes the ad comes up, sometimes not.

We have the same site translated under WPML, so I duplicate ads for each language, and also I set duplicate conditions on each language.
The EN tag is different than the ES tag. And also the image.
I mean, I have create on english site ads and gruops with diferents names in order not to mix with spanish ones. And the same onto spanish site.
