Good point.
I tried out these additional steps:
7. Go to http://localhost/bbpress_100/wp-admin/users.php
8. The “Siterole” for myself there is => “Adminstrator, Keymaster”
9. Choose in “Change forum role to..” dropdown “Keymaster” and resave
10. Refresh page => Menu items: “Forums”, “Topics” and “Replies” still gone
11. Go again to http://localhost/bbpress_100/wp-admin/users.php
12. Change role to “Particpant” and then back to “Keymaster”
13. Refresh page => Menu items: “Forums”, “Topics” and “Replies” still gone
So in short, update forum role to keymaster didn’t to the trick with me.

Btw just to mention, there is a down-side with adding code additions to functions.php of theme. Theme update => additions gone(very likely).
Would be best to put extra code into custom plugin, or https://wordpress.org/plugins/code-snippets/
