We cannot share a checkout URL as the site is local, not publicly reachable.
We have now retested with the two most likely site-side causes eliminated, one variable at a time: our consent plugin’s script blocker, and the theme’s JavaScript defer setting. Neither changes the behaviour.
More decisively, we inspected every script tag on the checkout page. FluentCartCheckout.js loads as a normal, unblocked script regardless of consent state. No FluentCart script on the page is in the consent plugin’s blocking path.
The result is identical in every configuration: changing the billing country fires no get_country_info request, and the state dropdown retains the previous country’s options. No console errors.
Could you confirm which theme and plugin set you tested against? We are on Salient 18.2.1 with Polylang Pro active, and it would help to know whether either is a factor.
