To follow up on Tara’s tip, I’d also suggest you check your access logs at your server to see what’s happening during your uploads.
BTW, what do you mean by “clients”?

Please transfer your web-site copy to a web-server at your personal PC or Mac and see if this odd behavior persists.
If Yes, then may be, like Serge Liatko mentioned, you have a misconfigured or mulfunctioning security plugin installed.
If on your local box everything works fine, then contact you host.
