Looking into the admin language behavior a bit more, it seems that the individual events pages become visible in Spanish simply by changing the admin language to Spanish, that is, without flushing the caches or permalinks. The same is true if I set the admin language to English or Runasimi, so the behavior is seemingly entirely related to the admin language setting.
In order to further eliminate possibilities, I created a temporary admin account and changed its admin language. While the English-language individual events pages didn’t immediately appear, they did appear after purging the caches/purging the permalinks.
It seems like a wordpress install with a single administrator account can adjust the individual events pages just by changing the admin language, however, if there are multiple administrators, a cache purge/permalink purge seems to be required to change which language’s pages appear and which result in 404 errors.

Our situation is slightly more complex since the site has three languages, with Runasimi (Quechua) being the default. That being said, changing my admin language to Spanish results in the Spanish-language individual event pages being visible with the Runasimi and English pages showing 404 errors. The same is true when the admin language is set to English with the English-language events working and the other two languages showing 404 errors. Finally, returning the admin language to Runasimi results in those event pages appearing while Spanish and English show 404 errors.
As you suggested, the admin language when permalinks are flushed seems to be the only language where the individual event pages are accessible. The other pages result in 404 errors as before.

The affected pages are not specific to The Events Calendar pages at all. Indeed, most any page after the homepage will generate a 404 error as one clicks through menus/links:
