Yes, you can customize the post type and taxonomy edit screens to add custom settings to the UI using the following filters:
acf/post_type/render_settings_tab/$tab-keyacf/taxonomy/render_settings_tab/$tab-key

You can do so by toggling the “Hierarchical” setting: Edit Taxonomy > Hierarchical
By default, the Categories meta box is shown for hierarchical taxonomies, and the Tags meta box is shown for non-hierarchical taxonomies.
