I fixed it. a css file was corrupt, but I wasn’t sure which one so I re uploaded only the css folder and it fixed the problem while leaving my front end the way I had edited it.
this folder was outside the wp_admin folder so I moved it to inside so it is now wp-admin/css/dashboard.css, but I am still having the same visual on my back end screen.
