Compare two addresses below.

2. http://4281studio.com/%EB%B9%A8%EB%8C%80%EB%A1%9C-%EC%95%84%EC%9D%B4%EC%96%B8%EB%A7%A8-%EB%A7%8C%EB%93%A4%EA%B8%B0/
One is broken address, the other one is unbroken.
Both page addresses were originally broken in IE.
Both page addresses arn’t broken in Chrome.
I add the following code into .htaccess file and then I changed permerlink of a post.

ServerEncoding UTF-8
ClientEncoding EUC-KR
</IfModule>
After update the post, it had been normal address output. Whether there is a relationship between this and that?
