    The following is my understanding. I haven’t actually published my own plugin. I only use subversion as a potential core contributor.

    The plugins team only creates a folder on the subversion server for your use. You need to put the files there yourself. You do so by installing and using a subversion client on your local computer. Windows users usually use TortoiseSVN. Setting it up is a bit of a trial, but once installed it works very nicely.
