At first, please check if the “Show button in single product page” and “Show button in products list” options are enabled in YITH > Compare and click on “Save changes”.
If the issue still occurs and you already tried to deactivate all plugins, please try to activate a default WordPress theme (i.e:Twenty Twenty) and see if you have the same issue.
Please try these solutions and let us know what’s the result.

maybe your theme dismiss some WooCommerce hook we use to show that button.
Can you check if the problem persists using the plugin with only WooCommerce and a WordPress default theme?

In this case you should contact the theme author and ask to add the hook according to the WooCommerce template.
