does your host meet the requirements for running wordpress? Is PHP available?
what do you see when you create, upload, and browse to a phpinfo file?

you are hosted on a 1&1 windows acct — make sure that server supports wordpress.
A 404 on the phpinfo file as well. I’m guessing the 1and1.com noobs are done setting my account up yet even though it’s been about 30 hours.
WOW, what an unreasonably difficult process. Anyway, I wasn’t having any problems with WordPress or their software. All of the problems were with 1and1 and the hosting package change. Everything is up and working now from what I can tell. Thank you for all the help.
If you can afford better than 1and1, please go elsewhere!
