XHTML Transitional Validation help

    I don’t know why, but the code is showing up as:

    <br /><br /><!--THIS INCLUDES HEADER.PHP--><!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "http://www.w3.org/TR/xhtml1/DTD/xhtml1-transitional.dtd">

    when I try to validate it. This isn’t coming from header.php or index.php. I’m clueless about where else to look.
