I have checked all those setting and I am also seeing the 1 hour difference.
I just reverted to 3.0.14 and times are correct. Both 3.0.15 and 3.0.16 show the wrong times.
Is your calendar on the 3.0.16 version using “Event Source”? If so you can try changing that to “Site default” to see if it helps at all. Also make sure you clear your cache for the calendar just to be sure.
