Wrong pagers blocked

I am blocking only one front-end page for anyone outside of US (http://cutest001.com/serve/) the problems is that the plugin is also blocking other pages that I do not want nor have I selected to be blocked (ex. http://cutest001.com/blog/)

Cache is off on this test server.

what is going on here?
