The last-changed date on archive pages are determined by the most recent publish date in that category. Are you saying that the dates in the category sitemap do not correspond with the most recent publish date?
I cannot verify the dates because your theme does not show publication dates on posts…

the plugin takes the top section post, but not the last published,

How is it done that your posts are not in chronological order? Is that a plugin or your theme doing that? And what is the current order?
It looks like indeed the post order is influencing the date in your case…
