About how long is it taking? We did at one point have an AJAX routine which did the stats query, so maybe that’s something to look at bringing back.
Right now, we simply limit the stats gathering to 1,000 sites, but maybe that’s not good enough?

Well, the database did not really break. But maybe I was the only one editing site in the network. And I also have Redis cache enabled and many experience about my activated plugins. I really think it would break for some one without Redis cache or if someone else was editing the network. It is a good strategy to limit, but maybe a sample banner about the economy with a check status link would be safer. I am glad to know you have made that test before anyways 😀
For the next release, the total savings gauge will simply be disabled on the network-wide settings page. I might re-enable it later with an AJAX loader/query system that does something like 5-10 sites at a time, but I think for 700 sites it’s maybe just a bad idea (for server performance) to be running so many queries anyway. Thoughts?
