The plugin uses the standard PHP mail function to send emails: http://php.net/manual/en/function.mail.php

That’s good news in that I know now that it won’t interfere with other email operations on my multisite installation, but bad b/c it is thereby escaping my email queue/throttle. I know your description says that this plugin would be a bad way to send spam, but is it possible to slow it down even further? Thanks!
I apologize, but I would likely have to re-tool the script in order to do that, which I really am unable to do at this time given my other obligations.

I am new to all this and maybe you cant point me in the right direction. I will be starting a MLM site.. and my subsribers (which we project will be in the thousands) need to receive emails at least once a week.. would this plugin do that efficiently?

Technically I guess it would be possible, but I wouldn’t recommend it. This plugin is more directed at sending updates to groups of your multisite users (along the lines of: “hey, we’re going to be down for maintenance this weekend, just wanted to give you a heads up admins!” or something like that).
If you had a userbase that large, you’re probably better off looking into a third party mail list manager or a plugin more specifically purposed for that sort of thing.
