wp_head(); does'nt work

    Friends i’m new to developing wordpress theme.
    as i’m developing an wordpress theme. but problem it that when i install any plugin on my theme is does’nt show properly. by mean it show without own CSS FILES. But when i change theme it appear properly.
    as i’m using wp_head(); before </head>but it doesnt work.
    as i’ developing my theme in bootstarp 3.2.
