No, the EWWW Image Optimizer does not add that to your wp-config.php. It’s usually added by page caching plugins. If you have a page caching plugin, you should definitely NOT remove it.
If you have server-based caching, then you can probably remove it, but I’d double-check with your web host.
If you have neither, then you should go get a page caching plugin to speed up your site. I recommend WP Super Cache or Cache Enabler.

I think I had caching plugin but I remove it because it didn’t help.
So the plugin didn’t clean all it settings are I delete it
