WP Install Errors

Hi there. Thought I would try out WP on my local XP machine, running Apache. It seems the install-config.php file throws the following errors. If I create the config.php file manually, everything appears to work as it should, but in fact the blog location gets set to the wp install location, and wp’s index.php gets overwritten with the blog output. Is this a bug?
If this was smoother WP looks very smart and I would like to get using it.
