What are your wordpress general settings for wordpress URL and site address? see https://codex.wordpress.org/Settings_General_Screen
If you are forcing “always use https” — then wordpress also needs to be configured for https to avoid potential redirect issues.

@abigailm is correct – you need to update your settings to:
WordPress Address (URL) https://boundforbliss.net
Site Address (URL) https://boundforbliss.net
https:// instead of http://

For each case I changed wordpress general settings for both site url and wordpress url to https://boundforbliss.net
No luck, redirect error for all cases (see below).
Put CF cache into development mode. In each case I viewed the in site incognito mode instead of clearing the browser cache each time.
1. CF page rule off, CF plugin activated, vega-child theme. – redirect error
2. CF page rule on, CF plugin activated, vega-child theme. – redirect error
3. CF page rule off, all plugins deactivated, twentysixteen theme. – redirect error
4. CF page rule on, all plugins deactivated, twentysixteen theme. – redirect error
5. CF page rule off, CF plugin activated, all other plugins deactivated, twentysixteen theme. – redirect error
6. CF page rule on, CF plugin activated, all other plugins deactivated, twentysixteen theme. – redirect error.
If general settings are http and the CF page rule is on, everything works except the login and the CF plugin settings screen is blank. If I am already logged in and turn the CF page rule on, I can use the wordpress admin area. When I log out and try to log back in the fields reset and nothing happens.

I think I got it.
Set site url and wordpress url to http://boundforbliss.net
Switched to plugin: CloudFlare Flexible SSL
Added plugin: SSL Insecure Content Fixer
Turned on CF page rule: http://*boundforbliss.net/* – Always Use HTTPS.
Seems to be working. 🙂

I’m glad you’ve fixed the issue. I wanted to let you know that you shouldn’t need to swap for “CloudFlare Flexible SSL” since Cloudflare plugin already fixes the flexible SSL issue.
