WP 3.9 – Issue with Hovering in Dashboard

I upgraded to 3.9 today and am experiencing the following niggles with hovering over items:

• Dashboard menu is no longer dynamic – i.e. if I hover over pages I don’t see the “All Pages” and “New Page” menu options pop-out to the side. I have to click on “Pages” and then the option I want (same for all menu options, this is just an example).
• On the “All Pages” and “All Posts” pages I have to click on the item to bring up the “Edit / Quick Edit / View / Trash” options. They no longer appear on hovering.
• On the dashboard itself, my mouse cursor no longer changes when I hover over a link.
• On posts, pages and code, I can no longer use the mouse to highlight text in order to be able to edit it.

I have deactivated all plugins and reset the theme I’m using to twenty-fourteen to check if that helped, which it didn’t.

I have also tested all the above on another site that is still running 3.8.3 (same web browser, same hosting, etc) and none of these issues appear.
