WordPress.org Error messages from wordpress install

I was having errors, I thought it may have been a bad install of 3.7.1
so I removed it and installed 3.8.1

I am still getting wordpress.org errors. now this latest one is:

Download failed. Couldn’t resolve host ‘downloads.wordpress.org’

This is on a dedicated server, I have not seen any issues at all, until tonight.

Is wordpress.org down for some reason?

This is a brand new install and I’m not understanding why it is failing.
